Building Division
The City Hall and the Permit Counter are currently being closed to the public until further notice as a precautionary measure in response to the COVID-19 pandemic. The City of Walnut Creek continues to accept applications for Online and Electronic Building Permit, and performs electronic design approvals for all types of projects, including issuing all types of permits.
FOR NEW BUILDING PERMITS, RESUBMITTALS & REVISIONS
Building permits can be applied for electronically one of two ways-
- Qualified residential projects can be submitted via our Online Permits Portal.
Only the following Building Permits listed here: https://www.walnut-creek.org/departments/community-and-economic-development/the-permit-center/citizen-online-services are being issued online.
Note: Non-qualified proposals submitted via the online license system would be refused and part of the fee amount will be deducted to cover recovery time for workers. This would also trigger a pause in authorizing your license.
- Please apply electronically by EMAIL for all other projects which are not eligible for their Online Permits Portal. Please include a Construction permit by e-mail

- Plans
Applicant to provide a PDF file of construction plans (signed and stamped if done by a design professional).
- Additional Documents (if applicable):
Any T-24 papers, structural measurements or other product specifications or details that may be needed by your project. Please provide one PDF file per group.
- Submit via email to: buildingtech@walnut-creek.org. Please include the project address in the subject line of the email.
- If any of the PDF documents exceed 25MB, a link for staff to download the documents is required.
For electronic applications of building permits, payment details will be sent to the applicants within three (3) business days of receipt of the request. Reviews of plan checks are carried out online. Although we are making every effort to follow our regular review times, please allow some flexibility while the SIP is still in progress.
BUILDING INSPECTIONS
THE CITY IS PERFORMING INSPECTIONS ON ALL PROJECT TYPES
All construction must follow the County Health Safety Protocols. If these guidelines and criteria for social distance are not followed, inspectors can refuse service and report the violations to the County Health Officer.
BUILDING CODE ENFORCEMENT
- Building Code Compliance for life-safety related products continues to be carried out by the City.
- Before any building is begun a permit must be issued.
