Planning & Zoning

The City Hall and the Permit Counter are currently being closed to the public until further notice as a precautionary measure in response to the COVID-19 pandemic.

Staff from the Department of Community and Economic Development remain accessible via telephone and email during daily business hours Monday – Friday from 8 a.m. – 12 p.m. and 1 p.m. – 5 p.m., whether you have concerns about planning and zoning, housing services, approvals and inspections, or other relevant inquiries. Staff will make every effort to respond to you as quickly as circumstances permit.

The Walnut Creek Planning Division continues to accept development applications (including applications for Preliminary Review Teams and applications for Zoning Enforcement Letters) via USPS and electronically by email, provided payment accompanies such applications as well. Reasonable types of payment include credit cards and paper checks. 

Filing an application does not require a staff appointment, but we recommend that you contact the Duty Manager to arrange your request, including the payment method and criteria for request. Would-be applicants may contact the Duty Planner on the right side of this page which provides contact details. The staff will attempt to reply as quickly as circumstances allow to voicemail messages left on the Duty Planner line.

Planning Division

The Planning Division is responsible for enforcing policies in the City that guide Walnut Creek’s physical growth. Planning acts as the entry point for construction plans and helps architects, designers , developers, builders and residents manage the regulatory process. Single family owners as well as residential and commercial builders may be included in this process. The team helps consumers with the issuance of permits on a regular basis and provides advice on City’s environmental protection policies. Staff also manage and execute the General Plan, the long-range vision and policy paper for the Region.
